Village Board to review 2017 budget

Nov. 15, 2016 – The Village Board has scheduled the required public hearing on the proposed 2017 budget for Nov. 21, the culmination of multiple public meetings where officials dove deep into the details of how the Village will meets its financial and service obligations in the year ahead.

The formal public hearing is scheduled for 7:30 p.m. in the Council Chamber of Village Hall, 123 Madison St. The meeting will be broadcast live on VOP-TV, the municipal government television station available to Comcast subscribers on channel 6 and AT&T subscribers on channel 99. The meeting also will be streamed live online and archived at www.oak-park.us/boardtv.

A copy of the draft budget document is posted for public review on the Village website at www.oak-park.us/budget, along with budgets from the current and past fiscal years. Visitors to the page also can link to a wide range of other Village financial documents, including annual reports from the Village’s tax increment financing districts, audits and bond rating reports.

The 2017 budget, which is a draft document until adopted by a majority vote of the Village Board, outlines what services will be provided in the year ahead and how they will be funded, including detailed revenue and spending projections by fund, program and operational department.

State law requires municipalities to adopt a final budget prior to the beginning of the new fiscal year, which for Oak Park means adoption of a budget by Dec. 31. A final vote on the budget is scheduled tentatively for 7:30 p.m., Mon., Dec. 5.

The Village Board meets in regular sessions the first and third Monday of each month, but can schedule special meetings with proper public notice, typically at least 48 hours prior to a meeting.

The Village of Oak Park operates under the village manager form of government, in which an elected Village Board, consisting of a president/mayor and six trustees sets policy but hires a professional manager to oversee the day-to-day delivery of government services and programs.

Each year beginning in July, Oak Park’s Village Manager works with professional municipal administrative staff to prepare a budget proposal for review by the Village Board. The draft document typically is submitted to the Village President and Board of Trustees for review in October.

Members of the Village Board hold several sessions to review the proposed budget for the next year in a process that concludes with a public hearing in November and adoption of a final budget in December.
