Phone, Gas, Electric, Utility Complaints In Illinois, consumer complaints regarding state regulated utilities including local phone (AT&T), gas (Nicor), and electricity (ComEd) service are the responsibility of the Illinois Commerce Commission (ICC). The Consumer Services Division (CSD) of the ICC assists consumers in resolving complaints and answers questions about regulated utilities. Under state law, responsibility for investigating and resolving service-related problems is delegated to the ICC, not local governments. To file a complaint regarding Ameritech, Nicor or ComEd, call the ICC toll free at 1.800.524.0795 or file a complaint with the ICC online.
