Development Services Division Downtown Oak Park Development Board selects developer for downtown properties
*** Developers revise proposals for Colt building, adjacent propertiesJune 11, 2008 – The two groups vying to develop Village-owned property in the heart of downtown Oak Park, including the Colt Building, have revised their proposals to reflect input from the public, chairs of various citizen commissions and the Village Board.
AvalonBay Communities Inc. and Mid-America Development Partners LLC submitted original proposals in early March as part of a competitive process. Representatives of the development groups then made separate presentations to the general public, the Village Board and the chairs of the various citizen commissions. Input gathered at these meetings, they say, is reflected in their latest revisions, which are posted below. A copy of the Request for Qualifications (RFQ) that launched the process in fall 2007 is posted along the left margin of this page.
In addition to the Colt Building, the approximately 81,000 square feet of space to be developed includes parcels just west of Marion Street along Lake and Westgate streets.
A decision on whether to proceed with either proposal could come later in the summer, after which the project would enter the Planned Development review process.

Centrum Properties Inc. withdrew from the competition, saying economic conditions had forced anticipated anchor store, Target, to rethink its strategies for the site, which would have required an underground or multi-floor configuration to address the retailer's square footage needs. In addition to the Colt Building, the parcels included in the proposals are just west of Marion Street along Lake and Westgate streets. Representatives of the development groups are scheduled to present their proposals and take public comment at an open house scheduled for 7 p.m., Wed., March 19. Development teams then are scheduled to present their proposals to the Village Board at 7 p.m., Mon., March 31. The Board will hear additional public comment and input from the chairs of the various citizen commissions involved in the process at a meeting scheduled for 6:30 p.m., Thurs. April 3. All three meetings will be held in Village Hall, 123 Madison St. Anyone unable to attend the meetings may submit comments via e-mail to the Development Services Division Selection of a final proposal could come in April, after which the project would enter the Planned Development Review process.
