Human Resources The Human Resources Department manages labor relations, personnel administration, equal opportunity and training. Activities include negotiating union contracts, grievance resolution for union and non-union employees, recruiting and screening of prospective employees, benefits administration, developing and facilitating training programs and monitoring compliance with related laws ordinances and policies. The Department also provides the employee relations function for the Board of Fire and Police Commission.
