Purchasing The Finance Department's purchasing programs seek to coordinate the procurement of materials and supplies for Village operations along with outreach efforts to minority and women owned business enterprises. A firm interested in doing business with the Village may request to be placed on a bidders list for services maintained by the purchasing coordinator. The Village annually conducts a vendor fair and exhibit where contractors and suppliers wishing to learn more about products and services used by the Village are invited to attend. Finance Department and other departmental personnel involved in purchasing for their respective areas are available to answer questions, discuss upcoming projects and provide details regarding future purchases. The Village of Oak Park has also partnered with the services of Demandstar.Com to post major purchases for goods or services on-line. Under state law and local ordinance, all purchases of goods or materials that exceed $25,000 and any construction project exceeding $10,000 requires formalized procedures using sealed bids/requests for proposals. A written request for bids or proposals is prepared by a Village department and mailed to potential bidders and respondents. A legal notice is published in at least one newspaper of local circulation indicating the availability of such request. A specific date and time is noted in the written request and legal notice specifying the deadline for submitting the bids/proposals. Whenever possible, these purchases are posted on the Internet by Demandstar.com in cooperation with the Village. Upon evaluation of the bids/proposals received, the department must obtain approval from the Village Board to enter a contract with the awarded vendor. Upon receipt of Board approval, the Finance Department's Purchasing Coordinator issues a purchase order. After execution of the contract by both parties and the issuance of a purchase order, the goods/services may be obtained. The Village of Oak Park, in an effort to reaffirm its policy of non-discrimination, encourages the efforts of contractors and subcontractors to take affirmative action in providing for Equal Employment Opportunity without regard to race, religion, creed, color, sex, national origin, age, handicap unrelated to ability to perform the job or protected veteran's status. The Village also seeks to utilize minority and women owned business enterprises (MBE/WBE) in its purchasing. MBE/WBE firms are encouraged to submit proposals to provide goods and services to the Village of Oak Park. The Village of Oak Park also encourages the use of sub-contractors who are Minority or Women Owned Business Enterprises. In keeping with this policy, Village Departments make all reasonable efforts to seek out minority/women business enterprises (MBE/WBE) for pricing information when contracting opportunities are available. |
