Heat Complaints Landlords are required to furnish heat to the inhabitants of a building. Under Village Code, every dwelling unit or rooming unit must have heating facilities that are properly installed, maintained in safe and good working condition, and are capable of safely and adequately heating all habitable rooms, bathrooms and water closet compartments to a temperature of 68° Fahrenheit at a distance of two to five feet above floor level when the outside temperature is minimum 10° Fahrenheit. The landlord must furnish heat to all dwelling units or rooming units from September 15 through June 1. A minimum temperature of 68° Fahrenheit from 6:30 a.m. to 11 p.m., and 65° Fahrenheit from 11p.m. to 6:30 a.m. averaged through any dwelling unit or rooming unit must be maintained without undue restriction of ventilation as to interfere with proper healthful conditions. Gas or electric appliances designed primarily for cooking or water heating purposes and portable heating equipment employing flame and the use of liquid or coal cannot be used to provide the heat. The Property Maintenance division is responsible for responding to all heat complaints, and will determine whether heat is being adequately supplied, and enforce the standards where it is not being met. |
